James Carroll appealed the trial court's judgment finding him guilty of violating two City of Bellefontaine Neighbors ordinances: one for bare dirt in his rear yard and another for having chickens too close to his lot line. The appellate court affirmed the judgment regarding the zoning ordinance violation concerning chickens. However, it reversed the judgment regarding the property maintenance code violation for bare dirt, as the City had abandoned that charge at trial, and amended the trial court's judgment accordingly.
