Integra Healthcare, Inc., and two personal care attendants, Alice Davis and Lezlie Connie Banks, were awarded attorney's fees by the trial court after successfully establishing that the Missouri Quality Home Care Council knowingly and purposefully violated the Sunshine Law. The State appealed, challenging the scope of the fee award and the parties against whom fees were assessed. The appellate court affirmed the trial court's judgment as modified, upholding the award of fees for intertwined claims and for litigating the fee issue, but modifying the judgment to assess fees only against the Council.
