In this original disciplinary proceeding, Joseph Neill stipulated to professional misconduct, including sexual harassment of a client. The disciplinary hearing panel recommended a stayed suspension with probation, but the Office of Chief Disciplinary Counsel rejected the probation aspect. The Supreme Court of Missouri held that Neill was ineligible for probation under Rule 5.225(a)(2)(C) because he committed acts warranting disbarment, even with mitigating factors. Consequently, the Court suspended Neill's license indefinitely with no leave to apply for reinstatement for six months.
