State of Missouri vs. Antwon Todd
The State appealed the circuit court's dismissal of criminal charges against Antwon Todd, who was 17 years old when he allegedly committed the offenses. The circuit court had sustained Todd's motion to dismiss, applying a statutory amendment regarding juvenile court jurisdiction retroactively and referring the case to family court. The appellate court reversed, holding that the statutory amendment expanding juvenile court jurisdiction does not apply retroactively, consistent with the Missouri Supreme Court's ruling in State v. R.J.G.
