Bernadette B. Indelicato appealed the Labor and Industrial Relations Commission's decision denying her unemployment benefits. The Division of Employment Security moved to dismiss the appeal due to Indelicato's noncompliance with Rule 84.04 briefing requirements. The appellate court dismissed the appeal, finding that Indelicato's pro se brief failed to substantially comply with Rule 84.04 by lacking specific record references, failing to list cases for points relied on, and providing bare conclusions without legal analysis. The court concluded it could not discern her arguments without becoming her advocate.
