Breeanna K. Kisner appealed the circuit court's judgment upholding the Director of Revenue's revocation of her driver's license. Kisner contended her refusal to submit to a chemical breath test was not knowing and consensual because she was not given 20 minutes to contact counsel after being read the implied consent law. The appellate court reversed the judgment and remanded the case, holding that the 20-minute period to contact an attorney, when requested, begins immediately after the implied consent law is read, regardless of when the initial request for counsel was made.
