The St. Louis Association of Realtors challenged the City of Florissant's residential rental property licensure ordinance, alleging it was unconstitutionally vague, violated procedural due process, constituted an unlawful taking, and was preempted by state law. The trial court granted summary judgment to the City, finding the ordinance constitutional and not preempted. The Eastern District of the Missouri Court of Appeals affirmed the trial court's judgment, addressing each of the Appellant's four points on appeal.
