Donald E. Bisig vs. Missouri Director of Revenue
Donald Bisig's driver's license was revoked by the Director of Revenue after his physician submitted a "Driver Condition Report" indicating left arm weakness due to a stroke, leading to Bisig failing multiple driving skills examinations. The trial court reinstated Bisig's license, finding the Director lacked good cause to require a vision test. The appellate court reversed, holding that the physician's report provided good cause for the Director to require testing, and Bisig's failure of the driving skills tests justified the revocation. The case was remanded for Bisig's license to be revoked.
