Donald E. Riley vs. State of Missouri
Donald Riley appealed the denial of his Rule 29.15 motion for post-conviction relief, following his convictions for statutory rape, rape, and tampering with a witness. Riley argued that the trial court erred in finding he waived his Interstate Agreement on Detainers (IAD) rights and that his trial counsel provided ineffective assistance by waiving those rights. The appellate court affirmed the motion court's judgment, holding that Riley could not raise the IAD waiver issue in a PCR motion as it was not a rare and exceptional circumstance, and that counsel's decision to agree to a trial date outside the IAD deadline was a reasonable trial strategy.
