Missouri Coalition for the Environment and Thomas J. Sager, Appellants, vs. State of Missouri, Respondent.
The Missouri Coalition for the Environment and Thomas J. Sager challenged Senate Bill No. 35, codified as section 34.030, RSMo Supp. 2017, alleging it violated several procedural requirements of the Missouri Constitution. They claimed violations of the single-subject, clear-title, original-purpose, and full-text amendment requirements, as well as the prohibition against special or local laws. The circuit court granted summary judgment for the State. The Supreme Court of Missouri affirmed, finding that SB 35 complied with all challenged constitutional procedural requirements.
