In the Matter of The Application of Grain Belt Express LLC for an Amendment to Its Certificate of Convenience and necessity Authorizing It to Construct, Own, Operate, Control, Manage and Maintain a High Voltage, Direct Current Transmission Line and Associated Converter Station; Missouri Public Service Commission, Et Al. vs. Missouri Farm Bureau, Missouri Soybean Association and Missouri Cattlemen's Association
The Missouri Farm Bureau Federation and other agricultural associations appealed an order from the Public Service Commission that granted Grain Belt Express LLC an amended certificate of convenience and necessity for an expanded high-voltage transmission line project. Appellants argued the Commission erred by limiting cross-examination of an expert, denying a rehearing, and making unreasonable factual findings on job creation. The appellate court affirmed the Commission's order, finding no error in the cross-examination restriction, that the rehearing point was moot, and that the Commission's factual findings were supported by substantial evidence.
