Planned Parenthood sought declaratory judgment and injunctive relief against the State, challenging House Bill No. 3014, an appropriation bill that purported to eliminate Medicaid funding for abortion providers and their affiliates. Planned Parenthood alleged HB 3014 violated the single subject rule and the equal protection clause of the Missouri Constitution. The circuit court ruled for Planned Parenthood on both claims and enjoined the State. On appeal, the Missouri Supreme Court affirmed the circuit court's judgment because the State failed to appeal the equal protection claim, which provided an independent legal basis for the circuit court's decision.
