Robert Tinsley, Sr. appealed the denial of his Rule 24.035 motion for postconviction relief, arguing his plea counsel was ineffective for failing to inform him of the Missouri Sexual Offender Program's (MoSOP) guilt admission requirement before he entered an Alford plea. The State challenged the timeliness of the amended motion, but the appellate court found it timely because the complete transcripts were never filed. The court affirmed the denial of postconviction relief, holding that MoSOP requirements and parole eligibility are collateral consequences of a guilty plea, which counsel is not obligated to advise on.
