John Cullen, who pleaded guilty to multiple felonies, sought a writ of mandamus to compel Judge Troy A. Cardona to release him on probation after successfully completing a long-term substance abuse treatment program under § 217.362. The trial court denied probation based on a single minor conduct violation. The appellate court granted the writ, holding that the evidence was insufficient to support the denial of probation and directed the trial court to place Cullen on probation.
