Janet K. Scott filed two workers' compensation claims against the Second Injury Fund for injuries sustained in 2009 and 2010. The Labor and Industrial Relations Commission found both claims were barred by the statute of limitations under section 287.430. On appeal, Scott raised six points challenging the Commission's decision, including arguments about the timeliness of her amended claims, the effect of other court filings, changes in caselaw, constitutional violations, and estoppel. The Southern District of Missouri Court of Appeals affirmed the Commission's final award, finding no merit to any of Scott's arguments.
