T.V.N. vs. Missouri State Highway Patrol Criminal Justice Information Services
T.V.N. petitioned to expunge a 2016 arrest record, which the Missouri State Highway Patrol Criminal Justice Information Services (Central Repository) opposed, arguing T.V.N. was ineligible due to a prior 2011 speeding conviction. The trial court granted expungement, and the Central Repository appealed. The appellate court affirmed, holding that the Central Repository had standing to appeal, and that T.V.N.'s prior expunged conviction did not render him ineligible for arrest record expungement because expungement restores a person to their pre-conviction status.
